It looks like they applied a little bit of light brown eyeshadow, smudged it. Then looks like they applied liquid black eyeliner around the entire lid. Then black mascara. And then for the lips a fuchsia lipstick, although i would suggest using a gloss.
You can get that same hairstyle a few different ways. Hot rollers, a barrel curling iron, or by using a straight iron. Watch this vid on youtube it totally explains it.
